Abstract
The purpose of this study is to examine the initial effects of the pandemic crisis on domestic and international SMEs and to suggest tools, solutions and policies that could implement quickly and effectively from policymakers and regulators to eliminate some of the negative consequences.
The main conclusions are the following:
1. The proposed policies should incorporate truly simplified procedures at all stages, but also act in support and/or complementary to already applicable policy measures.
2. The proposed measures are divided into direct and medium-term and specialize in the following directions and areas of policy:
• Public funding and access to increased bank credit.
• Measures to protect labor, work allowances and welfare benefits.
• Targeted actions to change the country's productive model (supporting sustainable development in primary and secondary sectors, with an emphasis on "Green" and "Blue" growth).
