Dr. Michail Loupis, Associate Professor at the National and Kapodistrian University of Athens (NKUA), holds a Diploma in Electrical Engineering from Aristotle University of Thessaloniki (AUTH) and a PhD in Electrical Engineering & Engineering from the National Technical University of Athens (NTUA). He also holds MSc degrees in Computer Science from the University of Bradford and in Quality Assurance from the Hellenic Open University (EAP). He has 40 years of professional experience as an engineer in the fields of construction, industrial automation, electronics, nature-based solutions, and environmental risk management.

He began his career as a cadet officer in the Merchant Navy and has served, among other roles, as IT Director, Director of Research & Development, Technical Director, General Director, Chief Executive Officer, and Project Manager in various companies in Greece, Cyprus, the United Kingdom, and Germany. Dr. Loupis has participated in research teams of more than 100 R&D projects, and has worked as an expert (evaluator, rapporteur, report author) for HORIZON, IST (ICT), GROWTH (NMP), CRAFT, BRITE-EURAM, the DG Internal Market, DG InfoSoc, and the Ten-Telecom programme of the European Union, the EEA and Norway Grants programme, EUREKA/Eurostars, and numerous National Research Programmes of Greece, the Czech Republic, and Denmark. He has served three terms (15 years) as a Project Technical Assistant (PTA) for the European Commission's Directorate-General for Research (DG Research), on 23 projects since 1994, and has worked as a consultant for the Ministries of Education (EPEAEK), Economy (Information Society), Public Works (KED), the Ministry of Culture, as well as for the Regions of Attica and Central Greece.

His engineering consultancy work includes projects such as the PDP system, the control of MOV & PRV lines and DCS signalling for the Argon and Naptha 4600 unit of HELPE (Hellenic Petroleum), the Command and Control system for EYDAP (Athens Water Supply and Sewerage Company), the Cryogenic Plant of DEPA in Revythousa, safety systems studies for the ports of Samos and Rhodes, the geotechnical study of the perimeter walls of the Acropolis, the redesign work of the reinforcement system of the Kasta Tomb Amphipolis in Serres, the risk study of VOAK (Skepasti–Souda), the river regulation study of the Gouvianos river, the Lithaios irrigation dam, the EIA for the new bypass routing of XYROPIGADOS, and the electrical/mechanical installations of numerous hotel and industrial facilities throughout Greece.

As a researcher, he has collaborated with NKUA, NTUA, and the Universities of Patras, Thessaly, Ioannina, and Cyprus, and is currently an Associate Professor at the National and Kapodistrian University of Athens. Over the past five years, he has coordinated the projects TAVAC (Clean Sky), THERMICOOL (Clean Sky), RECOMAR (Research–Create–Innovate), MICROGRAV (Research–Create–Innovate), NLP-Theatre (Research–Create–Innovate), NESTOR (GSRI–Region of Attica), and TRANVIC (Research–Create–Innovate), while he has participated in the projects RENERGISE (Clean Sky), Intellicont (Clean Sky), Helmet (EGNSS), ELECTRIFY (Research–Create–Innovate), PREMIERE (Horizon Europe), OPERANDUM (Horizon), Value4GreenENERGY (SEV), and My Trip. My Way! (SEV).

He has attended long-term seminars in Artificial Intelligence (Stanford University), Regional Development and Planning (Panteion University), European Affairs (European Commission), and Management (ELKEPA/Greece, JETRO/Japan). He is a Senior Member of IEEE (USA), a Member of IET (UK), and a member of the Technical Chamber of Greece, the Hellenic Computer Society, the Association of Diploma-Holding Computer Engineers, and the Association of Mechanical and Electrical Engineers of Greece. He holds a Class C consulting licence for Electrical, Electronic, Mechanical, Environmental, and Energy studies, is an Energy Inspector and Class B/C Inspector, a Category III Building Inspector, a member of the National Registry of Certified Inspectors (EMPE), and a Lead Auditor for ISO 9001 and 27001 standards.

He served for 3 years as an EU Climate Pact Ambassador and is currently a member of the Research and Innovation Council of the Region of Central Greece. He has over 140 publications with 1,785 citations (h-index = 15). During his military service, he supervised military engineering works as a project officer and received a commendation from the 10th Infantry Division. He speaks English, German, and French.
